OPERATIONS SUPERVISOR

OVERVIEW:

This salaried position works in conjunction with other management staff in a supervisory role to oversee the efficient and effective daily operation in the Transit and Para Transit Systems with a concentration on Safety and Training to ensure that safe, quality transportation service is efficiently delivered to customers.

 

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Ensure awareness of emergency procedures (phone numbers, safety locations, first aid equipment, etc.),
  • Take appropriate disciplinary actions depending upon circumstances,
  • Assist DAR customers calling in for reservations and with dispatching for both Transit and DAR as needed,
  • Transport employees to Occupational Services for random and post-accident drug & alcohol testing,
  • Handle passenger complaints and relaying of bus schedule information as needed,
  • Ensure all employees report to work and cover open DAR & fixed route work,
  • Assist in new route or schedule development,
  • Participate on the Accident Review Board,
  • Develop alternative routes to circumvent obstacles such as construction sites, etc,
  • Monitor & evaluate all operators in driving techniques, on time performance and schedule compliance,
  • Ensure compliance with relevant federal, state, local & company policies, procedures & regulations,
  • Promote awareness with safety and accident prevention posters, signs and other literature,
  • Prepare daily, monthly, and annual reports as required by senior management,
  • Responsible for the control, availability and use of necessary safety equipment, including personal protective equipment and apparel for employees,
  • Perform safety inspections and provide written reports of any observed unsafe conditions/practices or policy violations and initiate corrective actions,
  • Respond to and investigate accidents/incidents, complete and submit proper documentation, report to Safety and Training Manager & assist in implementing appropriate corrective actions,
  • As assigned by the Safety and Training Manger, retrain employees after accidents/incidents/injuries or who are found to be deficient in certain job functions,
  • Document all training programs and assist in maintaining proper records of training, certifications and administration for personnel files,
  • Assist in designing and administering a comprehensive training program for all employees,
  • Maintain and review Vehicle Condition Reports and discuss with the Maintenance Department as needed,
  • Other duties as assigned by the Safety and Training Manager or General Manager

 

JOB QUALIFICATIONS, KNOWLEDGE, SKILLS & ABILITIES REQUIREMENTS

Education/Experience:

  • High School Diploma or GED equivalent,
  • At least five years of transportation industry experience, preferably some as an operator,
  • Two years of supervisory experience,
  • Two years relevant experience preferred or any equivalent combination of education and job experience that demonstrates the ability to successfully do the job.

 

Necessary Knowledge, Skills and Abilities:

  • Must be able to read a map and possess knowledge of the service area,
  • Pleasant telephone mannerism.
  • Detail oriented, well organized, and possess effective time management skills.
  • Ability to interact professionally with internal/external customers & able to work well with diverse groups.
  • Ability to perform basic office clerical skills, filing, etc.
  • Must have computer proficiency, Word, Excel, Outlook, Internet & other transit-related software,
  • Ability to read, write and comprehend instructions, correspondence, reports, memos and other company documentation.
  • Ability to calculate numbers, fractions, percentages, ratios/proportions and measurements.
  • Knowledge of safe driving practices and laws.
  • Knowledge of DOT & DPU regulations and requirements.
  • Knowledge of office equipment (fax, copier, etc.).
  • Ability to use digital camera, cellular phone & two-way radio.

 

Licensing and Certification:

  • Must possess and maintain a current, valid Massachusetts or Rhode Island Class A or B driver’s license along with airbrakes and passenger endorsements upon applying and meet its requirement during employment.

Safety and Training Manager

Full-time position to be in charge of all aspects of Safety and Training to ensure the implementation of a safety culture throughout all levels of the organization.

 

ESSENTIAL JOB FUNCTIONS:

  • Overseeing the proper training of designated employees, developing, establishing and promoting the maintenance of a safe, accident free and healthy working environment.
  • Ensuring compliance with all relevant federal, state, local and company policies, procedures and regulations.
  • Recommending measures to reduce accidents and hazards and assure that safety inspections are properly scheduled, carried out, monitored, acted upon and documented.
  • Adhering to company standards, coordinating the activities of on-the-job-injury and light duty personnel, workers’ compensation retraining.
  • Preparing monthly reports documenting safety and training performance.
  • Preparing daily, monthly, and annual reports as required by senior management.
  • Providing continuous safety surveillance and supervision
  • Encouraging a “Safety First” attitude of all employees
  • Investigating all accidents, incidents, & injuries preparing written reports &implementing appropriate corrective actions
  • Providing timely written reports of any observed unsafe conditions/practices or job security violations &initiating corrective actions
  • Responsible for the control, availability and use of necessary safety equipment, including personal protective equipment and apparel for employees
  • Ensuring awareness of all site personnel of emergency proceduresMaintaining inventory of safety posters, accident prevention signs and other literature to employees
  • Designing and administering a comprehensive training program for all employees
  • Documenting all training programs and maintaining proper records of training, certifications and administration
  • Ensuring the proper certification of all operations and maintenance staff for their job classifications
  • Briefing and retraining employees after accidents or incidents or injuries
  • Other duties as assigned by the General Manager

 

REQUIREMENTS:

  • Five (5) years progressive experience in training or safety
  • Must maintain an excellent motor vehicle record
  • Must have a thorough knowledge of the service area GATRA routes and DAR service area
  • Must be able to operate all types of transit vehicles
  • Must understand state guidelines concerning CDL licensing programs
  • Some supervisory experience preferred

 

Education and Experience:

  • High school diploma or equivalent (GED) required
  • College degree preferred

 

Necessary Knowledge, Skills and Abilities:

  • Analytical skills necessary to identify trends in safety, conduct risk analysis, accident investigation and preventability determinations, recommend and implement changes to improve performance
  • Teaching and presentation skills preferred
  • Excellent driving skills required
  • Must be computer literate with experience in operating database, spreadsheet and word processing software

(Word, Excel, Outlook)

  • Knowledge of Department of Transportation & Department of Public Utilities regulations and requirements

 

        Pre-Employment Requirements:

  • Must undergo and pass a pre-employment DOT drug test
  • Must undergo and pass a DOT physical by a company appointed physician/facility
  • This position is subject to drug and alcohol testing
  • Must be able to pass a criminal background check

 

Licensing and Certification:

  • Must possess a Commercial Drivers License with appropriate endorsements
  • Training and certification in safety programs
  • Posses and maintain certifications in Wheelchair securement, Child passenger safety, Drug and Alcohol program management, Defensive driving and Accident investigation
